:For the last 40
years, successive governments have considered the possibility of reform
of the law relating to common land.
Ken
was involved in evaluating the impact of the proposals, as technical
project manager of a Regulatory Impact Assessment (RIA) completed for
Defra.
He also undertook
a review of data about common land and completed partial RIAs of proposals
for new legislation (one affecting common land, a second affecting town
and village greens).
Following the change
in procedures, a significant proportion of applications to register
greens have failed and Ken is part of a team working for Defra to explore
the circumstances. At a practical level, he advised English Nature (now
amalgamated with the Countryside Agency and parts of the Rural Development
Agency into Natural England) on common land law and how it might affect
their options for managing common land of high nature conservation value.
